Most likely contacts themselves, but could be damage to the wire inside the stator tube (especially if your control head turns with the wheel), or even less likely, a ground problem between the head and the steering box. The relay is a good suggestion, and in fact is just what I did before learning that the 4-way sleeve (where the 3 NB wires joined) was the real problem.
