As others have mentioned, there is no undercoat. POR15 is painted on bare metal.
They sell two products for use in tandem with POR15: Marine Clean and Metal
Ready. Marine Clean is a great water-based degreaser which leaves no residue and
Metal Ready is mostly phosphoric acid with a little zinc in it. I strongly
recommend both of these. In fact I use them as prep for other rust paints as
well like Eastwood's and Zero Rust. Don't use other degreasers, like gun
cleaner, unless you're positive it leaves no residue. You don't want to have to
pull your car apart 2-3 years from know because the POR is lifting.

As for the power wire brushing, the POR website explicitly inveighs againts it
because it burnishes the metal and removes the rough surface that the POR wants
to cling to.
