On a racing circuit (which is the only scenario I can think of where it
would become an issue) you will reach higher speeds on the straights before
the turns and have to do more braking.  Over time, if the straights are
short enough and the turns frequent enough you will accumulate more heat
with a bigger engine and need more brakes.

On the street the speed is limited by other factors than horsepower (ie:
traffic, speed cops, etc.)
