I just went out and checked mine and that's where it is at also--about 1/2 inch
above the core. This spring I drained, flushed, and refilled the system and am
pretty sure I had it up higher.
However, I know that you can loose water out of the overflow tube under hard
stops. The upper tank extends towards the engine compartment quite a ways and
if you use the brakes real hard when stopping the water slops forward and out
through the over flow tube. I've seen it happen in my own driveway! Perhaps
the upper tank needs a baffle like the fuel tank and oil sumps.
