I hate to admit it, but 30 years ago I put bolt-on leaf spring stiffeners, with 
the little 3 position buttons, on my '70 2L. They stopped the bottoming out and 
improved the handling. They are still on the car and working great. I know it's 
sacrilege, but this cheap fix worked great for me back when money was tight!

Perhaps the PO installed the leafs upside down???

There's an inner boot made of rubber that provides a seal
between the passenger compartment and the outside (underside?)
There's several styles; I'm familiar with the solid rubber 'cone' and an
'accordian' one. In my experience the accordian style doesn't hold up
very well.
