A cadet kart is a slightly smaller (shorter wheelbase) kart which generally
fits kids about 8 without any difficulty reaching the pedals. At my local
track (Flemington NJ) the kids (8-12) use both the cadet and the full-size
karts. They all have to still run the correct restrictors and weigh the
correct amount.
Some examples from a WKA 1999 tech manual
Briggs Junior Sportsman 1 Lite
8-10 years old
Briggs & Stratton .425 (purple restrictor) Methanol
Min weight 250lbs (with driver)
Briggs Junior Sportsman 1 Heavy
8-10 years old
Briggs & Stratton .425 (purple restrictor) Methanol
Min weight 265lbs (with driver)
Briggs Junior Sportsman 2 Lite
10-12 years old
Briggs & Stratton .500 (blue restrictor) Methanol
Min weight 265lbs (with driver)
Briggs Junior Sportsman 2 Heavy

There are similar classifications for 100cc 2 cycle engines.
Glancing through the WKA Spec, I did not see a gas powered engine
reference, although I did not read it carefully.
