It would seem that this would be a regional issue in most cases, and
local supps could just require a one-time disconnect with second
offendors being required to leave the premises until the offending
bottle is out of the car.
There should be no problem at Divisionals or higher to just disallow
entry. By the time the bigger events come around, most participants are
more experienced, and should know better.
On the other hand, if someone at the national level is aware of
legitimate safety concerns, they should outlaw 'em at all events,
including regionals. I am just not sure about how a properly-secured
nitrous bottle would be more dangerous than a quarter-full tank of
gasoline.
