In my region, a driver's novice permit fee includes a rule book, and we test
them on knowledge of the rule book.  If you fail the test, you fail the
school, and have to spend another $500 - $1000 for another school.

(that price is entry fee, car rental and / or wear and tear / tires, etc.
About what it really costs to do a Road racing school on the cheap.)

p.s. And yes, many of us have been looking at HOW to provide the rulebook
on-line without disrupting the cash flow into SCCA.  If you have a way to do
that, please share it with your local Division Director, so we can all know.

It still bothers me that only the Solo side of the club is required to
show a rule book. Road racers are "supposed" to have one but are not
required to show it.

I don't mind having one, it just makes me feel like a profit center.
