No - adding a tach is specifically allowed, as long as
one accepts that it is a 'guage'.  (13.2.A, page 86)

And while 13.2.A makes no allowance for a rev limiter
(mho), there is clearly an allowance for "indicators" and
"lights".

Might one successfully make the argument that a shift light
is an "indicator"?
