There's more to it that just weight and power #s on paper.  The Fiats are a
LOT smaller and have a much lower center of gravity.  Not to mention RWD to
help out with the occasional throttle steering.

190 ponies may be a bit optimistic even for a legally maxed out SP Neon
engine, but 150-160 hp at the wheels should be attainable with the
mondo-expensive TEC-II intake and ignition system as well as an aftermarket
computer.  And yes, there'd be a lot more torque from the Neon 2 liter
engine that from the Fiats.  But again, more weight to move around as well.

Repeat after me, "lighter is righter".

Hard to believe a SP legal X1/9 can do 135 HP, but then again I donlt know 
anything about that powerplant. Can a SP Neon do 190 HP???

Not a HUGE advantage I guess, but I'd still bet that a 190HP Neon torque
curve 
is MUCH fatter than and 135 HP Fiat torque curve.
