Mark, what are your opinions on enforcing the required
"Competed in a divisional/tour" for entry and
Eliminating the $50 surcharge?

Also what about a step level, capping entries by date on an increasing
scale?
Enforce a low cap early, increase that cap as time goes on and entries
increase
So we can modify the logistics of the event to accommodate the increased
entries

And if the event never grows above the next "plateau" there is no need to
change

While I fundamentally agree, and I said so back when this happened with
Peru, I disagree in this one case.  Why?  (1) Because it's Nationals,
and (2) because the cap was announced so late in the game.  Had the cap
been announced when the entry form showed up, I'd probably have
something different to say.

That said, I'll be surprised if we're over 1100.
