Well, becuase that would only get you oil to the pickup when the car
is going straight at a constant speed.

Having the pickup too high in the sump wont suck oil when you are cornering
or braking ECT.

Put more oil in you say?

Then the oil climbs the side of the block on cornering, and gets beaten
by the crank and rods.

What you want is the pickup to be as low in the sump as possible, and have
baffles to keep the oil down near the pickup.

Only then can you be confident that you can keep the engine oiled under
all reasonable conditions.
