In that case it is much more likely to be mixture getting past or through the
butterfly than a vacuum leak.  To get past, one or other butterfly would not
be seating in the throat as it should for some reason, or it's getting through
a stuck poppet valve.  If you remove the air cleaners see if one piston is
rising much more than the other with it 'idling' like this, and that will be
the faulty one.

  If it is running GREAT at 3000 RPM, that would indicate that the mixture is
probably correct so it's getting proper amounts of gas and air.
