I think the idea is there is not much danger associated with your foot 
slipping off the accelerator (as opposed to slipping off the clutch or 
brake).  OTOH, a smooth surface makes it comfortable and easy to push 
w/o changing the position of your foot.  Seems to be a uniquely British 
idea but I like it so much I have pulled the rubber cover off the gas 
pedal on my other cars.
