Not quite true, a turbocharger can scavenge energy from exhaust heat.  It's
not a huge effect, but it's definitely there.  Plus, the centrifugal
compressor is more efficient than the usual Rootes type supercharger, so it
takes less power to turn it (for the same boost and flow), and it generates
less heat which allows higher boosts to be used.
