TR3 Silent Bush replacement alteratives?

Can you please explain this? When I put new rubber ones in my car I noticed 
that the rubber has to flex when you turn the steering wheel. It even seems 
like the rubber might help the steering self-centre a bit (well maybe when 
it's brand new). Is it acting like a bushing?
