TR3 Heater Water Return Pipe

As I continue to install all parts back onto the engine of my '59
TR3 restoration, I have a question regarding the fitting of the
heater return water pipe.  Is the bracket that secures the pipe
to the block supposed to be welded to the pipe or is the bracket
supposed to be movable to adjust its positioning?  The reason
I ask is mine is welded and if the pipe is screwed into the
water pump and the right angle bend at the other end is facing
away from the block so that the heater hose will fit on with the
straight end and the right angle bend in the hose faces the 
fire wall to fit on the pipe connector, the bracket faces away from
the block rather than vertically down along the block. If it 
does face away from the block, what secures it?
