Michael,
Seen past 25 years some original TR4s with the 'cream white' steel wheels 
that you mention.
I believe it was a way to change the looks a bit on one of the later 
production years.
Silver seems more prevalent (like about 75% of the TR4s).
Depending on other features (roof, body color, assessories) the cream might 
look good - for me silver.

I have the steel 'disc' wheels fitted on my TR4 and I was wondering about 
the thoughts of the list on their proper colour. Piggot states that they 
were "finished in silver lacquer or aluminium wheel paint".

Mine are currently finished in a silver lacquer but I have spoken to a PO 
who owned the car in the late 60s and 70s who belives that 'cream' was the 
correct colour for the wheels on my TR4.

Is it possible that cream is the correct colour? Also what is 'aluminium 
wheel paint'- is it the finsih that the CP/CC TR6s had on their steel 
wheels? (see Piggot's book page 103 bottom left).
