Looks like it could be a couple of things.

You need to get a Leak Down guage.
Plus a vacuum guage.

It could be just a valve job.
New valve guides and a fresh grind.

OR it's the rings in # 3

It's a good rule of thumb to have only a 10% diff in all compression ratios.

If you get a leak down device you can check where the air goes to see what
the problem is.
