Sounds like a carb problem to me.  I've never done anything with Strombergs, so
I can't really help you, but timing being out causes engines to run less
smoothly, not faster.

As for the run-on, this definitely isn't the timing, because the timing only
affects the ignition circuit, and the ignition circuit is turned off when you
shut the engine down (hence why it is called the "ignition key").  Run-on is
caused by the heat of the engine causing the petrol to explode (there are some
good web-sites out there that describe this in detail - can't remember any of
the top of my head).  If you're having problems with your carb, this could
explain the run-on.

And finally, just because you didn't touch the butterfly, don't not suspect it!
It's possible that either a) you knocked it without realising it, or b) it's
always been wrong, but some DPO did something to hide the problem.

Fellow listers;
                   Ok I put in all new ignition componets, set the timing,
(sorta) (question on that later). New fuel filter, new gas. And heres the
punch line, I rebuilt the carb. I have a single stromberg 150.
Now I have the dreaded affliction, Fast idle. I did not touch the butterfly
so thats not the problem. The idle adjustment screw is backed out so far its
not touching any thing. I'm going to check the choke setting and choke cable
first, I don't think thats the problem. I need to know a good setting for the
timing. I think I'm running 6 deg btdc, no pinging but some serious run on
after shut down. Also my carb linkage is extremly worn. (The plate with the
ball arrangement for the rod and the Throttle stop lever.) Too worn to punch.
Anyone have a good solution?
