I need some help here from someone who has spent some time tracing all of
this.

When I was putting all of the electricals back in my car I hooked up the
headlights first.  They would not work.  It was not until I finished hooking
up all of the side marker lights and such that the headlights worked.  If
recall correctly there was a blue wire with a white tracer and a blue wire
with a red tracer. 

I don't remember how the rocker switch is wired.  Middle position you get
just side markers, bottom position you get both headlights and side markers.
Sounds like you may be setting a situation where you are getting one or the
other. 

What you may want to do is start by making jumper leads check that you bulbs
light.
Check that you have a good ground (continuity test)
Check the continuity of the blue wires going from the headlights to the
switch.
Check that your dimmer switch is not messing you up.
Check that your new switch can handle the entire load of the side markers
and the headlights
 
I am guessing right now but I would guess that you may need to make a little
jumper that would connect the blue wire to the blue and white wire, then
attach the other end of the jumper to the bottom ether the top or the bottom
of the switch.  Now you will have one position with both side markers and
headlights.  (THIS IS A GUESS WITH OUT LOOKING INTO THE SITUATION)

        I got a problem that is about to make me crazy !
        I have worked, figured, read the schematic, drank beer and cussed
this thing
        for a month.

        The DPO moved the headlight switch down to the area where the radio
was, he
        installed some pigtail connectors like you use on a boat trailer
light
        connection.  Needless to say he changed the wiring around under the
dash and
        now the only thing keeping my LBC from returning to the "legal"
world of
        road ready is this nagging damn problem.
        What I have done;
        I bought a rocker switch, on-off-on.
        The new switch has two rows of contacts, so you could set up two
circuits.
        I have put the brown heavy guage wire in the middle, the blue with a
red on
        top and the blue on the bottom of one side.
        No lights !!!!!
        I think there is a red wire that goes to this also , this is where I
need
        some help.
        I need someone to tell me how to connect the switch, should I use a
jumper
        wire to the two centers ? or WHAT !!??

        the back of the switch looks like this
                 
        open-   I       I -blue/red

        open-   I       I -blue
