Gee, Philip, are the instrument illumination lamps out too?

If so, check the fuses.  They should not be blown, also the little contact
clips should be clean and should hold the fuses tightly.  (If they are
loose, jam a piece of a wooden toothpick into the fuseblock such that the
clip is held tightly against the fuse.)

If all seems well in the fusebox, suspect the lights rocker switch in the
instrument panel.  That's a common failure mode...(headlights only, no
instruments, rear-or sidemarker lights).
