John,
Check with John Kipping in the UK.  That's where I purchased mine for the
Spitfire project.  Rimmer Bros. also lists it.  It a Finisher - wing lower,
part number 715821 for the square tail - and 706600 for the round tail
version.  Yes it is welded in place but only in a few places.  A couple
spots near each end, just enough to hold them on.
