Oh I don't doubt the author built it and it works for him.  Just somehow the
schematic didn't quite capture what he built.

What I envisioned was something more like this:

except using something like this:
http://www.powerstream.com/AC-A0407.htm
instead of a car battery.

But I don't know offhand just how much current the tool would need, so
perhaps you'd need a higher power DC supply.
