They would work with any car that has OBD-II (as long as you get a
universal scanner of the one that speaks the proper protocol). However,
OBD-II is a US emissions requirement, and it's not required in other
countries. Nothing stops manufacturers from using it in other
countries, but if there is no requirement to do so, why would they? I
doubt that most European cars have the interface, unless the car is also
sold in the US, and even then it wouldn't necessarily have OBD-II.
