The point that you are missing is that a wood floor with a decade's worth
of fuel and oil leaks could develop level of flammability which disturbs
government building departments.  You must remember that if the government
makes it legal for you (a dedicated enthusiast who never lets anything drip
from his car) to have a wooden floor, they must allow everyone to do it.
Then such floors are bound to wind up under the cars of some of the vast
majority of citizens who don't pay a damned bit of attention to their cars.
