I forgot to mention the rule # and page number so you can look them up 
yourself.  Make sure you have the latest rules.  I've been reading the rules 
since 2000 and there are still things I miss (mostly the new changes).  Rule 
34.2 - Independent brake circuits, page 37 of the pdf document, page number 29.
