There's no problem to welding up the holes, but you need a man who
specialises in cast iron welding. He will oven the whole thing to avoid
stresses due to temperature differentials.

We've had the P-type manifold welded to resolve just the same problem - the
metal's now perfect, but of course you have to carefully redrill and retap
square to the flange.

On the other hand, if the holes are only stripped and not drilled out
oversize already, the far cheaper solution would be Helicoils. You might
have difficulty getting metric helicoils if you're in the US, but no-one
would know if you substituted the corresponding Imperial size.
