IMHO, I think if piston rings were supposed to rotate, then it wouldn't be so 
crucial to have the
ring gaps different from each other when assembling an engine.
On a related note, I was reading that the newest Porsche 911 engine has valve 
lifters that
intentionally don't rotate. It's to save valve train mass, inthat the 
non-rotating lifters can have
a rectangular face that matches the cam, rather than a round face.
