FIA stands for Federation International de Automobile
and the world H.Q. is in Paris, France. This is where
automobile manufactures homologate special parts
for international racing. To be able to compete in
most racing series sanctioned by FIA the car need
a certification document usually called FIA papers.
Automobile manufacturers have a long history of
cheating "special" products into their cars and even
not actually build the required minimum parts and
even cars. One of the best known cheaters in
automobile racing, Ferrari only built 39 of the 250 GTO
but said they made 100. I think there are now at least
100 survivors of the original 39 cars.
