In regards to brakes, or lack thereof, Daniel writes:

This indicates the brakes aren't adjusted.

Ummm, YES YES YES!!!!
I think you've found your problem.
Without the plungers, the adjuster is totally dysfunctional, er I mean
unfucntional. Find the plungers, or buy new adjusters.
Oh, and use some brake cleaner to get those fingerprints off the shoes
