Scott,

Valve timing does not appear to be the problem, or at least all of the problem.
If valve timing was the culprit, all of your comression readings would be
equally low.  Perhaps your compression problems are a result of three years
worth of driving.  You mentioned a rebuilt head, did you have bronze guides and
stainless steel valves installed?

Oil will raise the compression generally if the rings are faulty.  If you put
too much oil in, it will also help seal the valves.  Try the leak down test and 
see what happens.  Good Luck!
