I have found that the flasher operation depends on the quality
of the connection between the negative side of the tail lights
and the chassis.  This connection is via any of the mounting
screws of the taillight assembly and the chassis.  I believe
that they all include a star-type lockwasher, but these
lockwashers do not necessarily dig through the paint and into
the chassis adequately.  I have been successful with just
tightening the nuts, but you might want to remove some paint.
Also, I have had problems with water leakage around the gasket
that is compressed by these same screws.  I recommend testing
with a garden hose before and after tightening the nuts.
