Yes, but the bulletin Vitaly posted says that those limits only apply to
new vehicles, and not to aftermarket parts.

It appears to also say that local laws cannot override the vehicle code,
so city or county ordinances can't vary.

The only standard they appear to have is that the exhaust system must
include a muffler (or mufflet type device); it must work, and it must not
emit excessive noise that is unusual for a motor vehicle. The fact that it
makes more noise than stock is irrelevant. So I guess you'd have to find
an example of a motor vehicle (stock) that is licensed and produces more
noise than yours, although its still subjective, which doesn't work in
your behaviour.
