Taking your message to the logical conclusion however, all you'd have
would be pockets of slow traffic around the cop rather than reform.

And yes, plenty of people change their habits after getting a ticket.  Or
maybe that should be "multiple tickets".  I know I did.  I managed to get
myself into a situation where if I got another ticket I'd lose my licence.
I slowed down to 5 mph over the limit.  You know what?  I got everywhere I
was going in about the same amount of time.  And now when I see a cop with
the lights on my main thought is "Huh, I wonder who he's after?"

get annoyed at cops who want to enforce the law either)
