The system you're thinking of is run for the Metro Washington Council of
Sports Car Clubs.  The person you want to talk to is Michael Patnode -- you
can contact him through the Autocrossers Ltd website at
http://www.autocrossers.org.  There's also has a technical description of
the pre-registration system on that site.
