Ed,
       Put a voltmeter across the battery to prove it is charged.  

Move on to the "hot" wire from the battery at the solenoid and prove voltage 
is there between that terminal and ground (earth).  

Do you have an ammeter?  If so, look for voltage on one of the main 
terminals-to-ground.  If you have it, that same voltage will be present on the 
other 
terminal-to-ground.  If you do not, the shunt or the movement has failed and 
that will make everything drop dead.
