I'm not sure if I'm understanding you quite right, but I gather that
the solenoid doesn't pull the engaging arm far enough to engage the
o/d, but if you pull on the arm manually, the o/d engages.  Is that
right?  If so, the fix is simple.  The o/d functions fine, it's just
that the solenoid isn't pulling the arm far enough to engage.  The
workshop manual details the procedure for adjusting the engagement arm.
 The solenoid only moves the arm so far, and the arm's connection to
the solenoid must be set right, otherwise the arm won't move far enough
to engauge the overdrive (or, on the other extreme, will always be
stuck engaged).  Just adjust this mechanism according to those
instructions.  Do it carefully, because if you move the arm too far,
the o/d will always be on, which results in disaster if you put the car
in reverse!
