There is a locking collar provided with the HVDA kit that prevents the spline from travel when installed with the Toyota tranny. It actually locks the spline in place, and is needed. You are referring to the part on the fixed shaft that prevents the spline from exiting the fixed shaft. It does not lock it in place nor does it limit travel other than complete disassembly.
