Bill,

You can install that hose with the tank in the car! I installed that same
hose when I restored my TR3. I had already put the tank in the car, but
the upholstery and the trunk finish panel was not installed yet.

I first shortened the hose a "little" I definitely wish I had not done
this, however it was not a problem, but I didn't need to shorten it!

I used some really heavy duty industrial rubber lube that I have.
Ru-Glyde is one brand of rubber lube that would work. I am sure that any
of the many rubber lube substitutions (dishwashing soap, WD-40, etc.
etc.) would work. You first have to work the hose onto the fuel tank then
onto the fuel cap fitting. it really wasn't nearly as difficult as I
thought it would be. Be careful not to get rubber lube in the fuel tank.
I used modern stainless steel clamps as  I could easily install them
after the hose was in position. Of course they are out of sight so they
can't be seen and retightened once the upholstery and the trunk is back
together so make sure they are tight!
