On your 74, the thing just below your canister is the anti-runon valve.
Yes, it should be connected to the harness (will check colors for you
tomorrow in daylight if you still need it). Don't know if it matters re
your emissions problem, but I assume if your system is more or less stock,
then it ought to be connected.
BTW, you can clean and rebuild your old canister yourself pretty easily so
I wouldn't buy a new one. After you open it and clean it out (remove the
screen and old charcoal), you can buy some new charcoal (for aquarium
filters, at a pet store) and fix it up like new for just a few dollars.
