I bought one of these about two years ago, from Moss I think although I
don't think that matters, they all come from China. Mine did not work
either. I had to drill out the little hole inside the large opening that
goes over the carb. If you look on the side by the "tube" you should see the
hole I am talking about. Mine was not drilled all the way through. This
meant the air suction was not getting into the "tube" to make the ball
float. Works great now. So you can fix it yourself or return it with a nasty
letter, which is what I would have done if I wasn't in a hurry.

Chuck,

There is a little adjusting nut in the center of the unit.  You turn
that to force the cone shaped venturi in or out.  That allows you to
increase or decrease the amount of air passing through the sync
instrument.  I had the same question when I bought mine.  You have to
adjust it as change settings on the carbs or change idle speeds.
