Douglas,

This is the complete opposit of the normal brake light problem, which is 
no brake light or brake light only with heavy pedal pressure.  I have to 
assume that you have some residual pressure in the system, perhaps a 
reliefe hole in the master cylinder that is not getting completely 
uncovered when the pedal is released.  You might get thigs set up so you 
have easy access to the bleed valves on each wheel, step on the brakes 
until the light is on, then open each bleed valve in turn and see if the 
light goes off when any valve is open.  This will tell you if there is 
residual pressure in the system.  If this doesn't get the light off, 
then you may have a piece of debris in the brake light switch that is 
acting as a check valve at that point.  Let us know what you find.
