Bill,
There should be a return spring on your brake pedal. If it is not
installed, they you have probably found your problem. The spring is a
real PITA to install as it goes at the bottom of the brake pedal, inside
the pedal box, but without it, the return spring in the master cylinder
is not going to be able to push the piston all the way back to its rest
position.
