A previous owner must have had a heater fitted to the car and this was
probably where the coolant returned to the engine. If you plan to run the
car without a heater, the elbow is superfluous. I'd fit a new plate (and
coat the inside surface with clear silicone sealer before installation, to
prevent rusting).
