Maybe, maybe not. You'll notice that in the various forms of the
spring rate equations free length is not a factor. The two springs
you mention may have the exact same wire diameter and number of
coils. In the 10 inch spring the coils would be farther apart than
in the 8 inch spring.
Free length is not that important. Fitted length and fitted load
are what really matter to ride height.
