I believe they are called Impact Drivers.  I agree with the penetrating oil 
advice.  I would soak at least overnight AND tap the bolt sharply with a small 
metal object every few hours.  Then try a 1/2" drive six sided impact wrench 
socket with a 1/2" drive breaker bar.
