C Street Prepared.

CSP or DP, though in Prepared there are limits on the size and type of carbs
you can use.

CSP.  Where else it puts you depends on what else you've done.

I see nothing about suspension modifications.  I'd start with these, as
they're a lot cheaper than most of the engine mods you've listed above.  For
under two grand you can have a new set of shocks, a coil-over kit, and new
sways, if you shop around enough.  Just be sure you don't go overly stiff; a
Miata will work pretty well with soft-ish springs.
