Now that's unlikely. What sport are you talking about? I thought we were
discussing cones and parking lots.

Roger Penske would know exactly how to buy a championship. He would build
his own lot and test there 200 days a year. Funny thing is, any of us could
do that, too. Not a damn rule you can write to stop it. A good test surface
could be had for around $50K (in St. Louis, YMMV), considerably less than
many spend on their cars. Drive around that for two hours a day and I bet
you bring back lots of hardware from Topeka.
