The single biggest reason I can think of not to allow slicks in SP is the
sizes available. The rules for Prepared put limits on the size of wheel you
can run. In SP, the wheel sizes are open, but the DOT requirement limits the
sizes to what is available from BFG, Hoosier, Kumho, Toyo, etc... In the
class I run in (CSP) the widest DOT tire you can get for a 13" wheel is a
225 (8 in.). If slicks were allowed, nothing (except my bank account) would
keep me from running 13" wide slicks all around!

I ran some cheap semi-hard slicks on my car for a while. I don't have any
hard numbers to back it up, but I'd say they definitely have more grip then
DOT tires.
